5 Steps to Get Our Rules Right
- 1. WHAT’S WRONG WITH OUR REGULATORY SYSTEM AND HOW DO WE FIX IT? 5 STEPSTO GET OUR RULES RIGHT #RegReform
- 2. #RegReform Step 1: RestoreAccountability Agencies are required to perform basic analysis on proposed rules —yet this isn’t happening. The impact: a maze of overlapping rules, escalating costs for our economy.
- 3. #RegReform What Can Congress Do? Pass the Regulatory Accountability Act (RAA). RAA would increase transparency during rule development and require agencies to consider alternatives to their objective at a lower cost.
- 4. #RegReform Step 2: GreaterTransparency Agencies are not being open with the information and data used in the rulemaking process. Accessible information would allow citizens to ask the right questions.
- 5. #RegReform What Can Congress Do? Pass the Sunshine Act. This would require agencies to give the public early notice when a special interest group is preparing to sue the agency to force new regulations to be written.
- 6. #RegReform Step 3: Meaningful Public Participation InThe Regulatory Process 35% of major regulations are issued without the mandatory public comment period. This means agencies are not learning how proposed rules will impact all parties.
- 7. #RegReform What Can Congress Do? Pass the Regulatory Accountability Act (RAA). This would allow for increased participation in public commenting and stop the rulemaking process from being one-sided.
- 8. #RegReform Step 4:GuaranteeA Safe But Swift Permitting Process The lack of hard deadlines for environmental reviews and legal challenges has led to critical energy and infrastructure projects being delayed or killed.
- 9. #RegReform What Can Congress Do? Pass the Federal Permitting Improvement Act/RAPID Act. This would empower a lead agency to manage environmental reviews, coordinate work between existing agencies and set a maximum deadline.
