- I will now discuss the Upper Midwest Inter-Tribal Electric Vehicle Charging Community Network project, funded in part by the U.S. Department of Energy. Native Sun Community Power Development, Twin Cities nonprofit that promotes energy efficiency, renewable energy, and equitable energy transitions, is main recipient of $6.7 million DOE funding (project also has $7.2 million in cost share). Project known and branded as Electric Nation; spans almost 500 miles through ND, SD, and MN. (Mention “Electric Nation” now includes a couple different projects.) Main goal- to address plug-in EV barriers and reduce reliance on fossil fuels for Tribal members in Upper Midwest. Electric Nation is a native-led public/private partnership PI is Native Sun Executive Director Robert Blake Co-PI is Joseph McNeil, General Manager of SAGE, an org working toward community development and energy independence for Standing Rock Sioux Tribe. Project arose from need to overcome historic transportation and economic inequities by combining EV technology with charging infrastructure and support needed to engage new fleets and drivers. Major disparities with who has benefited from vehicle electrification so far, and due to establishment of both Red Lake Nation and Standing Rock Sioux Tribe’s reservations in extremely rural locations, people of Red Lake and Standing Rock still often endure government dependency for basic human rights and experience exclusion from participating in many economic opportunities. Electric Nation designed to address several inequities and barriers to EV infrastructure Red Lake and Standing Rock members experience, including but not limited to: Travel routes and needs that often exceed 250 miles each way; Reliance on gasoline and diesel fuel Burden of high transportation costs that come with living farther distances away from jobs, groceries, medical care, other needs. Began in 2022; will run through 2025. Specific primary objectives of project are in progress and listed on slide here; will go into more detail on each in next few slides.
- One objective of Electric Nation to host 52 outreach and education events during three-year project. Efforts utilize both existing community events and additional outreach activities to introduce EVs and charging, create awareness about project and lessons, inspire wider EV adoption. Target audiences include Red Lake and Standing Rock Nation members, drivers, fleet, auto dealership staff in surrounding communities, additional Native Nation members. Specific outputs: Presence at 22 local events, such as pow-wows and other community gatherings to showcase EVs, promote availability of EV charging and benefits, discuss Electric Nation project overall. Conduct 16 trainings for sales staff at auto dealerships in Bemidji, MN, and Bismarck, ND, to better prepare for selling EVs; ensure they are knowledgeable about region’s existing/pending charging infrastructure. Host 12 EV ride and drive events with Tribal members. Ride and drive events allow people to gain firsthand experience driving/viewing EVs; crucial to adoption. Coordinate safety training in Red Lake and Standing Rock for first responders, tow truck operators, and fleet mechanics. Trainings will focus on working around EVs during emergencies and general maintenance.
- Another aspect of project is EV deployment for Tribal governments, utilities, schools, businesses. 19 light-, medium-, and heavy-duty battery EVs have been/will soon be deployed in Red Lake and Standing Rock. Once in use, vehicles will test and demonstrate potential to meet needs of rural Tribal community fleets cold climates. The vehicles will also expand on complementary efforts underway by Native Sun and SAGE to obtain energy self-determination through renewable energy generation and make benefits of electrified transportation accessible to more Tribal members. Recently deployed vehicles: 10 Ford F-150 Lightnings – 3 Red Lake Fishery, 2 Red Lake Agriculture, and 5 Standing Rock fleets, including 1 SAGE Native Sun received Ford Mach-E Standing Rock Transit received electric shuttle Soon to be deployed vehicles: 4 Volkswagen ID.4s Red Lake Family and Child Services 1 additional Ford F-150 Lightning Red Lake Agriculture 2 school buses Red Lake Charter School
- Final major objective is developing level 2 and DCFC infrastructure within Red Lake and Standing Rock, major travel routes between Upper Midwest Tribal communities and population centers. To meet base charging needs, build driver confidence in EV adoption, Electric Nation will install level 2 charging equipment at key Tribal locations, DCFC equipment in Tribal communities and along highway corridors that connect Upper Midwest Native Nations with frequent travel destinations. ~55 DC fast chargers and ~60 level 2 charging stations installed as part of project. Recently had an open RFP process to find charging company to install ~40 chargers; that portion of project moving forward soon. Another portion of chargers installed by utilities as cost share match (Otter Tail Power, MN Power, and Xcel Energy). MPCA and ZEF Energy allocated significant cost share to install ~35 DCFC stations.
- New Electric Nation project, Expanding Regional EVSE Access with Tribal Nations Based on Community Priorities, awarded to Native Sun by DOE. Project team met U.S. Department of Energy Secretary Jennifer Granholm spring 2023. She visited American Lung office in Saint Paul to announce the 2022 Vehicle Technologies Office program-wide funding opportunity winners, including this Electric Nation project. The goals of new Electric Nation project include: Engage 34 Tribal communities in western Great Lakes region; Offer support in developing individualized EVSE deployment plans; Install 15 level 2 charging stations at additional Native Nations in WI and MI.
