1. IL&FS EDUCATION JANUARY- MARCH 2013
It is a matter of great pride that the
Outreach Workers under the PPTCT
program have helped in the upliftment of
thousands of such abandoned souls by
counseling the women living with HIV to
improve their morale, reconciling them
with their families, guiding and supporting
them in getting proper medical treatment
and thus bring forth a healthy child into
this world. Through persistent follow ups,
we could ensure the well being of these
families in getting employment. In this
way, we have always fulfilled our social
responsibility primarily by focusing on
women. As members working towards this
mission of creating an HIV free tomorrow,
every woman’s day is a time to re-examine
our stand on women. Let us take forward
our mission by ensuring that every woman
is made aware of the power within her.

In the conservative societies of our
nation, women have always been labeled
as the vulnerable sex. In addition, this
pretext is used to push them backward to
prevent them from practising their rights
freely. That woman is a valuable resource
to her nation is an underestimated fact
because her liberties are curtailed and
her capacities remain mostly untapped.
The progress of the nation, thus,
becomes crippled unless it ensures the
liberation and upliftment of its women. It
has been a common observation that the
carrier of HIV infection, if a woman, faces
more contempt compared to her male
partner. More often than not, she has to
deal with the persecutions inflicted upon
her by her family which makes her
abandoned and helpless at a time when
she needs their support the most.

Gone are days when only men were considered to be the sole breadwinners for their families. But now with the Women’s day
celebration taking place every year, things have changed. Apart from celebrations, there are so many movements lead by women
groups which make things possible. These events not only provide strength and courage to them but also enable them to freely
enjoy their womanhood. As the World celebrated International Women’s Day on 8th March 2013, all the staff involved in the
implementation of PPTCT program in India took time to celebrate this day. A number of programs were organized in different states
to encourage and support women.
In Andhra Pradesh, A rally was organized in West Godavari district by Association of Positive People Living Excellence (APPLE)
where Staff and Community members of APPLE, Women's Forum and other NGOs participated. The theme of the rally was “We
build a Nation where there is no violence on Women”
In Gujarat, on the occasion of Women’s day, Partner NGO GSNP+ organized a program for women in Patan and Amreli district
with the support of respective DLN. In Ahmadabad, ORWs and DCs participated in “One Billion Rising” Campaign and registered
their protest for crime against women.
In Mumbai, our partner sub recipient, Ojus Medical Institute (OMI) conducted a health camp “Support a Woman” where more
than 100 young girls and women participated. They were given valuable information on health and hygiene along with HIV/ AIDS
and Sexually Transmitted Infection (STI). They were also informed about healthy food and ways to lead a good healthy life.
In Maharashtra, our sub-recipient, Council for Rural Technology and Research Institute participated in a rally organized by the
Commissioner Office. There was a poster exhibition by the NGO during the occasion. Civil Surgeon, District Supervisor and RMO
were the chief guests for the program.
In Orissa, ORWs and District Coordinators organized a meeting where there was a general discussion on how an HIV positive
person can lead a normal life. They discussed how PPTCT program is empowering them to fight for their rights and thereby
increasing their self confidence.

PPTCT Refresher training is conducted for
Outreach Workers and Program Coordinators to
orient them on the key areas of HIV and AIDS and
prevention of transmission of HIV from mother
to child. It helps them to have a clear
understanding of the concepts and thus gives
them an increased ability to better investigate
and disseminate accurate information on the
subject. It includes group exercise and
presentation which is primarily to assess the
knowledge of the ORWs and to address the gaps
and doubts. In this quarter, PPTCT Refresher
Training took place in Punjab and Uttar Pradesh.
The four day training was conducted for ORWs in
Punjab from 20th
-23rd
February 2013. Training for
ORWs of Aligarh, Santkabir Nagar, Azamgarh and
Saharanpur in Uttar Pradesh took place from

the objective of using mobile phones for valid
data entry and effective tracking of Mother
Baby pair saw the addition of 6 states in this
quarter. PHMMS training empowers the
Outreach Workers and Program Coordinators to
be well equipped with the software which
would help them track and follow up pregnant
woman and thus reduce the risk of transmission
of HIV virus. In this quarter, PHMMS training
took place in Andhra Pradesh, Assam, Delhi,
Mumbai, Uttar Pradesh and West Bengal. Thus
by 31st
March 2013, 13 states have completed
training under PHMMS application. It is
noteworthy that our Outreach workers, who
are not accustomed to operating mobile
phones, handle them with ease to enter and
transfer data.

In January 2013, a male infant was admitted in one of
the hospitals in Mumbai with positive DBS report. He
was suffering from chest infection and anemia. The
hospital authorities required WBS report for further
treatment. WBS Test was done on 17th
January 2013.
The lab staff told them that it will take one month for
the reports to come since they usually send the samples
to another hospital. Our ORW explained the urgency of
the report to the lab staff but they said they are helpless
in this regard. ORW contacted PPTCT coordinator who
then discussed the case with ICTC counselor of the
hospital. Counselor told him that they normally send
the samples to a different hospital and that the reports
are received only after a month. PPTCT coordinator met
ICTC technical officer and explained that the baby is in
critical state and that they need WBS reports at the
earliest. Technical officer contacted the hospital from
where the reports are to be received. The lab
department told them that the reports are ready but
they are waiting for in-charge signature. ICTC Associate
professor who was also present there told the lab staff
that the infant’s condition was getting worse and so they
need the reports at any cost. After learning the
seriousness of the case, the lab department sent WBS
results on the same day. Baby’s CD4 test was also done.
He was discharged and registered at Paediatric division
of Sion Hospital. Our ORW is in regular follow up with
the baby.

Mrs. Christina (Name Changed) was in a state of shock
when she learned that she was HIV positive. One of our
ORWs, Ms. Senti tried to get in touch with her but she
was not responding to her calls. After few days,
Christina called Senti to her house. There Senti made
her understand that being HIV positive is not the end of
life. She also told her that their work is to clear the
misconceptions associated with HIV and ensure that
infected people get the right kind of treatment. After
their interaction, Christina had a positive outlook
towards life. On 6th
July 2012, Senti took Christina and
her husband for CD4 test. After one week, her husband
called Senti saying that he wants to meet her. He told
her that his first wife had died of AIDS many years back
and he himself was also HIV Positive which he never
disclosed to anybody till now. He said that he felt very
guilty but nothing could be done now. So he requested
her to take care of his pregnant wife as it was their first
child after a gap of fifteen years. She assured him of all
possible help and also sought their cooperation. On
24th
February 2013, Mrs. Christina delivered a healthy
baby girl through C-section at a private institution. Both
mother and baby were administered with Nevirapine
(NVP). Our ORW Senti is in constant touch with them
and has informed them to come for baby’s EID test at
the PPTCT Centre, when baby is six weeks old.
