2. Mexican Telecommunications Reform (2013)
In 2012, OECD studied the Mexican case and gave recommendations
aimed to ensure low barriers to entry and contestable markets in order to
exert pressure on existing operators and avoid monopolistic behaviour.
The Constitutional Reform in Telecommunications, published on June 11, 2013,
took into consideration the OECD recommendations establishing a progress
path to achieve competition, price reduction and service penetration.

Red Compartida is deployed under the minimum requirements of
being a 4G-LTE Network that eliminates the market access barrier of
needing its own nationwide infrastructure. Altán goes beyond the
government’s tender requirements to build a competitive network.

Investment in the Red Compartida is progressive because its
differentiating factor is quality of service.
An element that promotes the penetration of the service is the
regulators that establishes that all LTE smartphones must inclued
band 28 (700 MHz APT band plan).
9. Cloud-Client Architecture eliminates technical barriers for it’s clients
Integration of a client into ALTÁN’s Cloud-Client infrastructure is an effort
that takes just a few weeks since the client will be able to connect their
platforms directly to Red Compartida, eliminating the need to build a
mobile platform.

11. Altán currently has 13 wholesale registered contracts
Authorized Altán’s Public Refference Offer, through resolution
P/IFT/210218/119, guaranteeing that it operates on a basis of non-
discrimination and transparency in the relevant wholesale services market.
So far, Altán Redes has 13 contracts to provide wireless fixed service and
mobile service, both with SIM Cliente, SIM Hogar and Altán SIM that are part of

Dada la creciente demanda de espectro que se debe utilizar para prestar los servicios de comunicación, y tomando en cuenta la convergencia, se prevé que el uso dinámico del espectro pueda llevar a un mayor grado de utilización del espectro y, por lo tanto, a un mejor uso de este escaso recurso, es el caso de la red compartida mayorista.
Dada la creciente demanda de espectro que se debe utilizar para prestar los servicios de comunicación, y tomando en cuenta la convergencia, se prevé que el uso dinámico del espectro pueda llevar a un mayor grado de utilización del espectro y, por lo tanto, a un mejor uso de este escaso recurso, es el caso de la red compartida mayorista.
Gracias a proyectos como Red Compartida, se promoverá el acceso efectivo de la población a los servicios de comunicación y telecomunicaciones de banda ancha y, por lo tanto, se logrará una mayor conectividad para la población. Con una inversión de alrededor de 7,000 millones de pesos se planea desplegar dicho proyecto.
PROMTEL se creó el 11 de marzo por Decreto Presidencial como un organismo descentralizado con personalidad jurídica y patrimonio propios agrupado en el sector coordinado por la Secretaría de Comunicaciones y Transportes (SCT)
