The Constitutional Reform in Telecommunications, published on June 11, 2013,
took into consideration the OECD recommendations establishing a progress path to
achieve competition, price reduction and service penetration.
3. Red Compartida is a Public-Private Partnership (PPP)
Red Compartida is an international PPP in which
the Government of Mexico participates through
Promtel, which manages the PPP Contract and
provides 90 MHz of the 700 MHz Band, and
Telecomm de México that provides the possibility
of using 2 fiber optic from CFE´s Trunk Network.
In the private sector, the Altán Consortium was the
winner of the tender launched by SCT, with a
commitment to serve 92.2% of the country's
population. Altán is free to define the way in
which the commitments will be fulfilled.

Promtel has the following role:
1. Ensure the deployment of Red Compartida in
compliance with the coverage commitments.
2. Supervise and enforce the Contract.
3. Receive the payments established at the Contract.

Altán has committed to achieve at least 92.2% coverage
Initial deployment goals include 2,759 sites at Mexico City, Toluca, Guadalajara and Monterrey,
among other cities. Overall coverage involves 11,990 sites, an initial investment of 2.3 BUSD
and an overall investment of 7.0 BUSD.

5. “Time has come for setting up network operating companies”:

In Barcelona, during the Mobile World Congress 2017,
Sunil Bharti Mittal, Chairman of the GSMA
emphasized the challenges that the industry is facing
and stressed that the time has come to establish
companies that operate networks.
That is, the construction of wholesale
telecommunication networks, through which the
provision of capacity to the service providers is
shared. This increases the efficiency in the use
of spectrum and cuts the need for sites
deployment.
Around the world, the telecommunications industry invests approximately $200 billion dollars
in network deployment per year. Deployment costs rise, while revenues are reduced. Around 20%
of the revenue goes to CAPEX.

Another project, currently under public consultation until June 9, is Red Troncal, for the growth
of the fiber optic network deployed using the Electricity Company (CFE) infrastructure.

7. Access to federal buildings for telecoms infrastructure

8. Conclusions
Mexico is working on the implementation of different public
policies emerged from the Telecommunications Reform in
order to increase connectivity with quality under a
competitive environment.
Red Compartida represents a wholesale-only offer that
enables all operators to have access to the 700 MHz band
capacity with at least 4G quality.
Passive infrastructure projects are focused on facilitating
access to federal assets for the deployment of
telecommunications infrastructure to foster cost and time
efficiencies.
