Duties and Responsibilities
 Support follow-up actions from a Dialogue Workshop on Climate Services and Food
Security.
- Documenting of key outcomes from the workshop and developing the initial workshop report
to be shared amongst participants, including identified priorities for the food security sector.
- Develop draft Strategy and Key Priorities for Climate Services in the Agriculture and Food
Security.
- Proposal writing and identification of fund-raising opportunities to support implementation of
key priorities for Climate Services for food security priority area.
 Undertake a global analysis of key food security and early warning priorities for
climate services.
- Develop a report outlining gaps, opportunities, recommendations and proposed countries
which could be prioritised by WFP and partners for interventions
 Outline a strategy for WFP’s engagement in climate services.
- Document WFP’s strategic alignment to climate services.
- Document WFP’s relevant experience to date in climate services, its in-house expertise and
technical partnerships (current and potential), alongside overall points of advantage and

Duties and Responsibilities
▪ Collect relevant material regarding needs and gaps related to:
▫ ICPAC’s work processes, services/products produced and human capacity needs in order to
qualify as a Regional Climate Centre (RCC);
▫ the status/conditions/needs of climate service institutions in selected IGAD member states; and
▫ needs for climate information in GFCS focus sectors of relevance for humanitarian response (DRR,
agriculture/food security and water management) in selected IGAD member states.
▫ Liaise with key partners and stakeholder in the GFCS priority areas and in the wider humanitarian
sector in Nairobi to identify key needs for climate information for vulnerable populations in the
region within these sectors and existing tools that could be further developed/replicated across
East Africa
▪ Develop a guideline for actual joint WMO/NRC capacity needs assessment based on initial findings
and initial dialogue with key stakeholders
▪ Provide practical arrangements for setting up meetings for the assessment team
▪ Coordinate the assessment, and the assessment team, including providing practical arrangements
around travel and stay of the team members
▪ Coordinate the preparation of an assessment report on behalf of the assessment team with clear
recommendations for:
▫ key human and technical skills that are needed in order for ICPAC to be recognised as RCC and
deliver relevant climate services to NMHSs and the humanitarian sector in selected IGAD member
states;
▫ what profiles (technical and human) that NRC Expert Deployment should recruit to offer relevant
expertise to support capacity development for effective Climate Service frameworks in East Africa;
