implementation and achievement

Conclusions
u The tabular format of the “scrutured summary” must be able to present information that is fully
consistent with the NDC and the indicator(s) choosen by the Party
u Parties are free to select “qualitative or quantitative indicators”
u Therefore, is unlikely that a “common tabular format” for the structured summary could be applied
by all Parties
u Paragraph 79 of annex of Decision 18/CMA.1 has recognized the diversity of options by including
qualifiers:
u “Each Party shall report the information referred to in paragraphs 65–78 above in a narrative and common
tabular format, as applicable. Such common tabular formats should accommodate all types of NDC under
Article 4, as appropriate”
u SBSTA draft decisions on “common tabular formats for the electronic reporting of the information
necessary to track progress made in implementing and achieving NDC” need to include tabular and
narrative options for the structure summary
u One option includes:
u A tabular structured summary for the “indicator for implementation”, containing summary of the PAMs;
AND
u A tabular structured summary for the “indicator for achievement”, containing the base year AND single
year target GHG inventory estimates
u Level of transparency; trust and comparability (when applicable) depend on Parties submissions; and
not on the tabular format chosen
u Options can’t create additional reporting requirements and/or contradict Decision 18/CMA.1
u TER are obliged to assess the information presented following the reporting and review
requirements established by Decision 18/CMA.1
u Decisions on “Guidance on cooperative approaches referred to in Article 6, paragraph 2”, to be
taken at CMA.3, will determine additional information to be presented within the “structure
summary”

  • 1. 31/03/20 1 CCXG Global Forum: Session 2 - Transparency – progress on implementation and achievement Marcelo Theoto Rocha MRV and Transparency Adviser 31 March 2020 All information and ideas presented here are from the author and don’t necessary represents any position and/or proposal from goverments 1 Example of indicators for “economy-wide with absolute single year target in relation to a base year” NDC Indicator Description How it is related to its NDC under Article 4? “Value” to be reported When to report information To track progress towards the implementation Information on mitigation policies and measures, actions and plans, including those with mitigation co- benefits resulting from adaptation actions and economic diversification plans, related to implementing the NDC NDC is economy wide and based on flexible pathways to achieve the mitigation contribution In it’s 1st BTR all PAMs related to the NDC shall be described. Once implemented, PAMs will contribute to the achievement of the NDC mitigation contribution Therefore; to track progress towards NDC implementation is necessary to track progress towards PAMs implementation Information presented in tabular format; according to the reporting requirements of Section III.D of annex of Decision 18/CMA.1 In each BTR submitted during the complete NDC time-frame (e.g. 2020 – 2025) To track progress towards the achievement Total anthropogenic emissions by sources and removals by sinks of GHG reported in the national GHG inventory Since the NDC mitigation contribution is an “economy wide with an absolute target in relation to a base year”; anthropogenic emissions by sources and removals by sinks of GHG reported in the national GHG inventory are required for the base year and the single-year target Since the NDC has not presented an “emission trajectory” contribution; there is no need to present GHG national totals during the implementation years Base year value (e.g. 2005): X GtCO2e (GWP-100; IPCC AR5)* Single-year target value (e.g. 2025): Y GtCO2e (GWP-100; IPCC AR5)* * To be estimated according to the reporting requirements of Section II of annex of Decision 18/CMA.1 Base year value: 1st BTR of the NDC time- frame (e.g. 2020) Single-year target value: 1st BTR that contains information on the end year of the NDC (e.g. 2028) 2

  • 3. 31/03/20 3 Conclusions u The tabular format of the “scrutured summary” must be able to present information that is fully consistent with the NDC and the indicator(s) choosen by the Party u Parties are free to select “qualitative or quantitative indicators” u Therefore, is unlikely that a “common tabular format” for the structured summary could be applied by all Parties u Paragraph 79 of annex of Decision 18/CMA.1 has recognized the diversity of options by including qualifiers: u “Each Party shall report the information referred to in paragraphs 65–78 above in a narrative and common tabular format, as applicable. Such common tabular formats should accommodate all types of NDC under Article 4, as appropriate” u SBSTA draft decisions on “common tabular formats for the electronic reporting of the information necessary to track progress made in implementing and achieving NDC” need to include tabular and narrative options for the structure summary u One option includes: u A tabular structured summary for the “indicator for implementation”, containing summary of the PAMs; AND u A tabular structured summary for the “indicator for achievement”, containing the base year AND single year target GHG inventory estimates u Level of transparency; trust and comparability (when applicable) depend on Parties submissions; and not on the tabular format chosen u Options can’t create additional reporting requirements and/or contradict Decision 18/CMA.1 u TER are obliged to assess the information presented following the reporting and review requirements established by Decision 18/CMA.1 u Decisions on “Guidance on cooperative approaches referred to in Article 6, paragraph 2”, to be taken at CMA.3, will determine additional information to be presented within the “structure summary” 5 Thanks umarcelo.trocha@gmail.com uSkype: marcelo.trocha 6
