Picerne to host Family night
Story by: Picerne Military Housing . With the hustle and bustle of work and after-school activities,
scheduling time together as a Family can be a challenge, not to mention planning an activity and
deciding on something everyone can agree upon. Picerne Military Housing is taking the challenge out for
Families by inviting Picerne residents to its Family Game Night from 6 to 8 p.m. Feb. 3 at the Forsyth
Neighborhood Center. "Family Game Night will feature jumbo-sized games, such as Tic-Tac-Toe, Jenga

Effective Feb. 7, the Quartermaster Laundry Service located in Building 229 will no longer clean
organizational clothing and individual equipment, or OCIE, for individual Soldiers. All OCIE turn-ins to the
central issue facility, or CIF, will be clean and all repairs made in accordance to TM10-8400-201-23,
General Repair Procedures for Clothing. No dirty OCIE will be accepted under any circumstances and
prior to DX all OCIE items will be clean.
The Fort Riley Police Department would like to remind Fort Riley *residents and visitors that vehicles
parked adjacent to the side of a roadway must be facing the same direction as travel on the roadway.
Parking within 15 feet of a fire hydrant is prohibited, as well as in other areas designated by “no parking”
signs. Parking regulations can be referenced in Kansas Statues and Fort Riley Regulation 190-5.
The Flint Hills Area Transportation Agency offers rides to and from Manhattan to the Fort Riley and
Junction City areas. The cost is $2 one-way within a three-mile radius of Manhattan, Fort Riley and

Applications for the Defense Commissary Agency 2012 Scholarships for Military Children program are
now available at commissaries worldwide as well as online at www.commissaries.com and
www.militaryscholar.org The program awards at least one $1,500 scholarship to a student at each
commissary. Scholarships are funded by donations from commissary vendors, manufacturers, brokers,
suppliers and the general public. To be eligible for a scholarship, the student must have a current
military ID card and be an unmarried child, no older than 21 or 23 – if enrolled as a full-time student at a
college or university – of an active-duty service member, reservist, guardsman, retiree or survivor of a
military member who died while on active duty or survivor of a retiree. Applicants must submit an essay
on a topic that is posted at www.militaryscholar.org. Applications must be turned in to a commissary by
close of business Feb. 24.

A Scholarship for the Military Child
PROGRAM DESCRIPTION: The Golden Star USA Foundation's Scholarships for the Military Child was
created to recognize the contributions and sacrifices military children make on a daily basis through

scholarships will be awarded annually at $2000 each, with the number of scholarships dependent on

12. Wing Zone opens at Fort Riley Mini-Mall

When the Wing Zone at the Fort Riley Mini-Mall opened at 11 a.m. Jan. 17, a line had already
formed.
"We're real big on flavor. We have marketed 'flavor-holics' to describe ourselves," said C. J. Lawson,
franchise trainer, Wing Zone.
Part of the slogan comes from the 15 sauces to choose from for a variety of meats, including buffalo
wings, chicken tenders, hamburgers and shrimp. Sauces also can be used as salad toppings.
Sauces range from tame and garlic parm to hot shot and nuclear habanero.
With nearly 100 locations, the franchise now has three restaurants in Army and Air Force Exchange
Service facilities, according to Dan Wade, Central Regional food program specialist, AAFES. The first
facility was established at Joint Base Lewis-McChord, Wash., in September 2011; the second at Fort
Hood, Texas; and the third at Fort Riley. Joint Base Lewis-McChord will receive a second restaurant in
April.
Contracts are awarded based on consumer demand, Ward said.
What began as two fraternity boys selling wings out of the fraternity kitchen has ended up a global
enterprise, with a stake at Fort Riley, Lawson said.
In 1991, Matt Friedman and Adam Scott grew tired of pizza while studying at the University of
Florida. They perfected sauces in their fraternity's kitchen and began selling wings, Lawson said. That
operation was discovered and stopped, but the two young men then borrowed $5,000 from their
parents and opened their first restaurant in 1993.
Lawson was on post throughout the week training employees, as he did for the week prior to the
opening. Afterward, he will travel to Saudi Arabia to open another restaurant.

13. Absentee voting should be easier for servicemembers in 2012
By LEO SHANE III Stars and Stripes, Published: January 27, 2012 WASHINGTON — Voting experts
anticipate fewer problems for military and overseas absentee voters in this November’s presidential
election, thanks to more online tools and more accommodating deadlines from states. However,
overseas voting advocacy groups say more still needs to be done to help those citizens participate in all
elections. A new study released by the Pew Center on the States said that all but four states have
adjusted their laws and deadlines to ensure that ballots are sent to absentee voters at least 45 days
before the election, ensuring they have adequate time to fill out and return the documents. For the last
decade, late-arriving ballots have been the top reason that absentee votes are discounted by state
election officials, according to data from the Election Assistance Commission. In 2009, Pew researchers
found that 26 states did not give overseas citizens enough time to submit their absentee votes, leading
to thousands of discarded ballots. “But the vast majority of states have enacted reforms since then,”
said Sean Greene, project manager of election initiatives for the Pew Center. “Overseas voters are in a
better position now than they were in any previous elections.”
Researchers also noted dramatic improvements in online voting tolls in the last four years and anticipate
they’ll help cut down on ballot delivery and return times as well. In 2008, only 20 states allowed
overseas voters to receive blank ballots via fax or email. This year, all 50 states and the District of
Columbia will allow those citizens to get emailed ballots. That’s a critical improvement, according to Bob
Carey, director of the Federal Voting Assistance Program. “In my time in the military, I’ve had several
different addresses,” he said. “But I’ve always had the same [email address]. That’s never going to
change.” The Pew study was released Friday at the annual Overseas Vote Foundation’s annual summit.
Last year, a survey by the group found that nearly one-third of overseas voters who wanted to
participate in the 2010 national elections could not successfully cast a ballot — because of mismailed
paperwork, too-tight deadlines and other common frustrations. That was actually an improvement over
2008. OVF officials surveying after that election found that nearly half of overseas citizens who
requested ballots did not successfully vote. OVF and Pew officials said that more can be done to help
overseas voters, particularly in the four states that still have unworkable mailing deadlines for absentee
ballots: Alaska, California, New York and West Virginia. Pew researchers noted that Alabama, Alaska,
Virginia and Wisconsin still require a notary or witness to validate the ballots before they are mailed
back, another significant obstacle to participation. And 16 states do not recognize the federal write-in
absentee ballot for state and local contests, even though that document is designed to be a ballot of
last-resort for any election. Speakers at the summit also cautioned against rapid adoption of online
voting tools beyond the blank ballots, noting that many concerns still exist with how those votes would
be counted and secured. Nearly 321,000 troops overseas and in the United States successfully cast
absentee ballots in the 2008 presidential election, according to the Election Assistance Commission.
